Flood Insurance has always been a Federally Managed Insurance Policy by The National Flood Insurance Program. They currently have a deficit of $24 billion dollars. Florida Legislators are debating starting a State managed program for Florida written by private insurers. Florida has been termed a donor state by some legislators since Florida has paid much more in premiums than it has ever received in claims. This issue is going to become more important to individuals as they see rate increases on Flood Insurance managed by the Federal program.
